It has been unmaintained upstream since 2018: https://code.launchpad.net/qreator It depends on clutter but the Debian GNOME team is removing clutter-1.0 and related packages from Debian because clutter is unmaintained. My suggested replacement is gnome-decoder which is packaged in Debian and maintained as a GNOME Circle app. It can generate basic QR codes although it doesn't yet create some less commonly used variants that qreator does.
