This approach cannot be used to fix incompatibilities with newer versions of packages in Debian, because older versions of your build-dependencies cease to be available during builds once newer versions of them have been built. See https://bugs.debian.org/1118044.

The available options are basically as follows:

 * Make python-igraph compatible with the new version of igraph
 * Revert igraph to the older version
* (last resort, would need solid justification) Introduce a parallel 0.* version of igraph using different binary package names, so that both old and new versions can remain in the archive
