At least for gnutls the issue could be solved by removing the texinfo.tex file shipped with the upstream code.Closing for now.Let's add more info in case this occurs in other packages and the respective maintainer finds this report: texinfo.tex can be managed by automake and then the issue is triggered by automake shipping a copy of texinfo.tex which features the buggy code. I have submitted #1119031 against automake to fix this there.
