--- Begin Message --- This problem was the result of the breaks annotation added to libhsa-runtime-1 to reflect the incompatibility with libamdhip64-5 and rocm-opencl-icd (<< 6.4) documented in BugĀ #1118618. The breaks annotation was temporarily removed and a binNMU was filed against ucx to have it rebuilt against libamdhip64-6, then the breaks annotation was restored.

This was never truly a rocr-runtime bug. The actual problem was always a bug in libamdhip64-5 (and perhaps libucx0 for depending on libamdhip64-5). That, of course, is still my fault for mishandling the transition to libamdhip64-6. Apologies. If it's any consolation, I've learned a great deal from these mistakes.
