Can you try with the following command-line options? It will produce more debug
output:
ls -1 /var/cache/apt/archives/reportbug_*.deb | /usr/sbin/apt-listbugs -d apt
Also, have you read the manpage ?
did you try SOAP_USE_PROXY=on?
