The right action would be to get those pacakges fixed, e.g. via filing bugs (cloning and reassigning might be appropriate). When the bugs are in place, I can hint src:openblas into testing.
For info: regularly when I see a package break another package, I file a bug against both packages. I didn't do that in this case because there seemed to be a pattern, and I believe that often means a problem in the breaking package. But sometimes it's the other way around.
