Sorry, but you are not using apt-listbugs correctly...

Please take a look at the apt-listbugs(1) man page: the "apt-listbugs
apt" command expects to be fed with package actions provided by APT.
It is automatically invoked, when upgrading (or installing) packages
with apt (or other compatible package manager, such as aptitude).

In your case, when "apt upgrade" has no package to upgrade (or
install), it is not invoked at all.

You can manually invoke "apt-listbugs list" or "apt-listbugs rss" from
the command line, but those are for other purposes...

I am therefore closing your bug report.


Anyway, please note that today is a bad day for using apt-listbugs,
since the BTS server is having many issues: see bug [#1126340] for more
details.
