libtemplate-plugin-cgi-perl was just accepted by the new DFSG team (yippy) and so I added the (Build-)Depends to close the RC bug I once caused by the upgrade of some Perl library. Since I've found two easy bugs adding translations I included these into the NMU as well. You find the full Upload in MR https://salsa.debian.org/dom/openguides/-/merge_requests/4 (it included MR3!).
