Note that python3-opentelemetry-proto version 1.39.1-1 is provided by 
python-opentelemetry.

This was fair at the time, but I've just changed opentelemetry-proto to stop building the python3-opentelemetry-proto binary package, so I don't think the python-opentelemetry side of this needs to remain open.
