zarchive's autopkgtest is failing in Unstable. It appears that pkgconf
2.5 is stricter.

I believe all you need to do is to add
Depends: libzstd-dev
to libzarchive-dev

I'm closing this since this bug was triggered by a change in pkgconf's
behavior. pkgconf 2.5.1-3 was uploaded now to revert that behavior
change.
