This was the problem -- debian/tests/control didn't get updated to track
the changes in the package.

Yes. This package no longer supports the newlib C library, so it will
conflict with any version of newlib for arm-none-eabi, or any
newlib-depending package like libstdc++-arm-none-eabi-newlib.

I've also updated the autopkg tests to cover both arm32 and arm64 and
extended them to actually run C and C++ tests under qemu.

Autopkgtest ran successfully for me locally; I'll keep an eye on the
real results and address issues as I find them.
