Not Jeremy, but I agree with him that Requires.private deps should be -dev package deps considering they are needed for static linking. Even if no package in Debian statically links against the library, a user that installs a -dev package should be able to link statically against the corresponding library without having a priori knowledge that additional packages need to be installed.
