Control: block 1124590 by -1

This issue was fixed upstream in version 0.287.4, but starting with
this version there is a new depending package coming along.

Upstream switched from lia-web (python3-lia) to cross-web (ITP
https://bugs.debian.org/1124590).

So currently we need to wait for the package sitting in the NEW queue.
