Do not use "dpkg", use "apt-get install --allow-remove-essential" and let the packages be removed implicitly on the same command line as the installation or, if necessary [1], explicitly removed but also on the same command line. [1] I did not think this was necessary but the instructions at https://wiki.debian.org/Init include "systemd-sysv-" (note the trailing '-' on the installation command line to remove the systemd integration package. It might be worth following that recipe - it certainly would be harmless even if the removal is implicit (as it used to be).
