The copyright file of licenserecon lists a lot of files with completely
unrelated licenses, but does not actually list the licenses itself.

These files, mainly just headers, are test data, for the autopkgtest.
The comments on the copyright file clearly state
  "For testing only. Consider file as BSD-2-clause"

Also, from section 2.3 of Policy.

".... Thus, the copyright information for files in the source package which are 
only part of its build process,
such as autotools files, need not be included in 
/usr/share/doc/PACKAGE/copyright,
because those files do not get installed into the binary package. "

This test data is not installed in the binary package.

Maybe my comments in debian/copyright could be more explicit.
The real license info stops after the * and debian/* stanzas.
