I have been unable to reproduce it locally (or on the
tests.reproducible-builds.org), but I suspect that it *might* have been
fixed with libssh-dev 0.12.0-2:
libssh (0.12.0-2) unstable; urgency=medium
...
* libssh-dev: Add missing krb5-multidev dependency.

... it is also possible that something in your AWS build environment
triggers the issue... could you try again with the newer libssh version?
