I assume the bug assignment was a mistake. Assigning these "depends on old version" bugs can hardly be blamed on the updated package (unless there are uncoordinated transitions going on). In the rust ecosystem the above behavior sadly seems to be common practice and rust maintainers just need to be constantly aware of their dependencies.
