As this works OK with GRUB 2.12 (tested here), this looks to be an
issue with the GRUB 2.14 in unstable/testing. It has a sunstantially
changed path through SB verification compared to the older versions.

Mate (in CC) has been the guy doing a lot of the work on GRUB lately,
and we've spoken about this in IRC yesterday. Mate: are you likely to
have time to look at this please?
