Hi Sam, As requested, I have reverted this change in `debhelper-compat (= 14)`.The `util-linux` package will need a sourceful upload to undo their side of the migration to remove the `rm_conffile` logic that was needed for the migration in the first place. A binNMU might brick the package as I suspect it would cause the pam files to disappear entirely. I have cleared this change the maintainer of `util-linux`, so they are aware of what is happening.
I am keeping this short for no other reason than mental load on my end and the need for a quick response on the binNMU part.
