The latest upload made the udeb uninstallable, also breaking the
following reverse dependencies:

As far as I can tell that follows the suggestion in #944498, filed at
severity: normal. Since it hadn't been required before, I'm wondering
whether it would make sense to have only the (deb) library pull it, and
for the udeb to skip it? Or would it better to just pull pci.ids into
the installer as well?

The package pci.ids is basically only the file /usr/share/misc/pci.ids [1].
This file is used in many places [2].
I (randomly) looked at pciutils and the data (in stripped form) appears to be 
provided by pciutils-udeb [3], so the file is most probably already available 
for the installer.
For the udeb version of libpciaccess it would probably be sufficient to have a 
'Suggest' again instead of a 'Depends' (or alternatively a pci-ids.udeb package)
