  I'd argue it's worse to paper-over the clear breakage of an
application, even if it looks like it's an edge case that likely won't
occur in real-life use. Especially when we're still quite a way from
the forky freezes starting, I think it's better to allow packages to be
blocked from migration to testing to properly draw attention to the
actual breakage(s) instead of ignoring them.
