The test-dependencies for rust-prefix-trie are not satisfiable in Debian. In testings version the tests are marked as "skip-not-installable", so the unsatisifiable test-dependencies are considered "neutral", however in sid's version this has been removed meaning the unsatisfiable test dependencies are now considered a "fail" and are blocking the package from migrating to testing.
