googletest does not have a stable ABI.

It is only shipped as a static library, and both this and the ABI 
instability are usually not a problem where googletest is only used
for build tests and nothing that gest shipped.

But a static library from abseil using static libraries from googletest 
runs into the ABI issues.

libabsl-dev needs a dependency on the exact upstream version of 
libgmock-dev it was built with, something like
  Depends: libgmock-dev (>= 1.17.0), libgmock-dev (<< 1.17.0.1~)
