Package failed to migrate due to problem in another package (that I can't handle) so let's make this new redundant bug with severity "serious" to block migration of the package for sure, if/when the issue holding its migration is addressed!
Where is the logic in that, apart from making _more_ work for addressing this very (non-)bug? Is this just to draw more attention to the problem?
