rust-nonempty was recently upaded to version 0.12, the Cargo
dependencies in rust-forwarded-header-value accept the new
version but the debian (build-)dependencies do not.

The attatched debdiff adjusts the Debian (build-)dependencies to
match the cargo dependency.
