Bug#1143079: latex-cjk-chinese-arphic: Missing Apache 2 license for Type 1 font

For all the generated files, this is already fixed by rebuilding the
package because Fontforge has the fix.

However, the are four files debian/g*.pfb.uu suffer from this and need
to be covered in d/copyright or changed.
