You can see #88029 and related bug reports. The Policy was changed
inappropriately to have a "must" there and there is no really pressing
technical reason for this demand, especially in the case of 'leave' - I will
therefore not make the 'leave' rules file a makefile. I am not breaking any
meaningful spirit of policy, only a pointless letter, and I exercise my
prerogative as a package maintainer to have my package be built properly my
way.
