Version: 1:1.0-1
Severity: serious

Hi!

This bug has been filed on multiple packages, and general discussions
are kindly requested to take place on debian-legal or debian-devel in
the thread with Subject: "Non-free IETF RFC/I-Ds in source packages".

It seems this source package contains the following files from the
IETF under non-free license terms:

mailutils-1.0/doc/rfc/rfc821.txt
mailutils-1.0/doc/rfc/rfc822.txt
mailutils-1.0/doc/rfc/rfc934.txt
mailutils-1.0/doc/rfc/rfc1521.txt
mailutils-1.0/doc/rfc/rfc1731.txt
mailutils-1.0/doc/rfc/rfc1734.txt
mailutils-1.0/doc/rfc/rfc1738.txt
mailutils-1.0/doc/rfc/rfc1939.txt
mailutils-1.0/doc/rfc/rfc1957.txt
mailutils-1.0/doc/rfc/rfc2045.txt
mailutils-1.0/doc/rfc/rfc2046.txt
mailutils-1.0/doc/rfc/rfc2047.txt
mailutils-1.0/doc/rfc/rfc2049.txt
mailutils-1.0/doc/rfc/rfc2060.txt
mailutils-1.0/doc/rfc/rfc2088.txt
mailutils-1.0/doc/rfc/rfc2111.txt
mailutils-1.0/doc/rfc/rfc2177.txt
mailutils-1.0/doc/rfc/rfc2192.txt
mailutils-1.0/doc/rfc/rfc2193.txt
mailutils-1.0/doc/rfc/rfc2221.txt
mailutils-1.0/doc/rfc/rfc2245.txt
mailutils-1.0/doc/rfc/rfc2298.txt
mailutils-1.0/doc/rfc/rfc2342.txt
mailutils-1.0/doc/rfc/rfc2368.txt
mailutils-1.0/doc/rfc/rfc2384.txt
mailutils-1.0/doc/rfc/rfc2449.txt
mailutils-1.0/doc/rfc/rfc2595.txt
mailutils-1.0/doc/rfc/rfc2821.txt
mailutils-1.0/doc/rfc/rfc2822.txt
mailutils-1.0/doc/rfc/rfc3028.txt
mailutils-1.0/doc/rfc/rfc3206.txt
mailutils-1.0/doc/rfc/rfc3431.txt
mailutils-1.0/doc/rfc/rfc3501.txt

The license on RFC/I-Ds is not DFSG-free, see:
 * http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=199810
 * http://release.debian.org/removing-non-free-documentation
 * http://wiki.debian.org/NonFreeIETFDocuments

The etch release policy says binary and source packages must each be free:
 * http://release.debian.org/etch_rc_policy.txt

The severity is serious, because this violates the Debian policy:
 * http://www.debian.org/doc/debian-policy/ch-archive.html#s-dfsg

There are (at least) three ways to fix this problem. In order of
preference:

1. Ask the author of the RFC to re-license the RFC under a free
   license. A template for this e-mail request can be found at
   http://wiki.debian.org/NonFreeIETFDocuments

2. Remove the non-free material from the source, e.g., by re-packaging
   the upstream archive and adding a 'dfsg' version name to it.

3. Move the package to non-free.

I went over many packages looking for names of likely non-free files,
and there may be false positives. If this is the case for your
package, I'm sorry for the noise. I'll modify the scripts to take
into account false positives when I learn of them, and publish the
list of exceptions under "Known exceptions" at
<http://wiki.debian.org/NonFreeIETFDocuments>.

Thanks,
Simon

Changes:
 mailutils (1:1.1+dfsg1-1) unstable; urgency=medium
 .
   * New upstream release.
     - imap4d should act correctly when two clients access and modify a
       mailbox in parallel, not causing mailbox corruption
       (closes: #350754).
   * The source tarball has been trimmed of non-free elements:
     - the GNU mailutils texinfo documentation under the GNU FDL with Cover
       and Backcover texts.
     - the rfc documentation (closes: #393396).
   * debian/control:
     - add libltdl3-dev to Build-Depends.
     - remove no longer needed bzip2 Build-Depends.
     - as we now lack texinfo docs, drop Build-Depends on texinfo, texi2html.
     - mention the lack of PostgreSQL support due to OpenSSL vs. GPL
       incompatibilities in mailutils and libmailutils1 README.Debian
       (closes: #391031)
     - get rid of mailutils-doc, the remaining contents have been moved
       around the relevant packages.
     - get rid of Build-Depend-Indep as well.
     - adjust description to mention mimeview.
   * debian/copyright:
     - don't mention FDL licensed components and remove the full GNU FDL text.
     - add pointers to common-licenses for GPL and LGPL.
   * debian/rules: don't build html from texinfo sources.
   * debian/mailutils-doc.*: removed, relevant stuff moved elsewhere.
   * debian/mailutils.install: install mimeview.
   * debian/mangen.sh:
     - don't point at the texinfo manual in manpages.
     - add mimeview.1 to generated manpages.
     - add sensible manpage descriptions (closes: #368628).
     - include mangen.inc in the generated manpages.
   * debian/mangen.inc: point to the GNU site for the online mailutils
     texinfo manual.
   * debian/libmailutils1.shlibs: bump to 1.1.
   * debian/patches/01_mail_segfault.patch: removed, fixed upstream.
   * debian/patches/02_testsuite_8bit_output.patch: removed, partially fixed
     upstream.
   * debian/patches/03_mail_doc_prefix.patch: remove texinfo hunk.
   * debian/patches/01_program_descriptions.patch: improve the program
     description output in --help for comsatd and movemail.
