That would let you close the bug before tfm-arphic is removed from the
archive.  I'm not sure if there's a reason to provide such a transitional
package, that's for you to judge.

Right, having the bugs automatically transfer would be a benefit of
providing the transitional packages.  I don't think this alone is a good
reason for the transitional package.
