Hello Rob and Maintainer,
fvwm95 does not support UTF-8 at all like blackbox.
It will work using the locale "en_US" without the ".UTF-8"
See the bugreport to fvwm95.
Since without UTF-8 support the WM seems to be useless, the fvwm95
Maintainer will drop it and use the package for a fvwm95 theme on fvwm2.
