This error only appears with certain debconf options. If you select
mysql, sqllite or postgresql without installing their client programs
there will be an error. Since you can select one or the other, however,
it is not appropriate to depend on either. Also, you can select a
debconf option which uses neither, in which case there is no error. I
suggest downgrading or closing this bug report. This is the same issue
as #398619 and other dbconfig-common using packages which may select
multiple backends.
