Hi,
localeconf.postinst does not preserve local changes in /etc/environment,
it uses debconf markers. This usage is considered a violation of policy
for a long time. As /etc/environment is a PAM configuration file,
modifying this file is also a violation of 10.7.4. Of course this one
is not your fault, it was a bug in the locales package. It has been
fixed now, and update-locale(8) should be used to modify locale
variables.
Anyway this package is almost useless nowadays, so instead of fixing it
to make it policy compliant, I suggest that you request its removal
from unstable. Most other Progeny packages also modify configuration
files without preserving local changes, have not been updated for a
long time and do no more integrate well with current Debian tools,
please remove them also from unstable.
