Does scping a file to 130.60.xx.xx as user andel work?
Did you try passing the ID of the gpg key to use?
Does ~andel/var/backups/apollo on 130.60.xx.xx exist? If not try
duplicity /root scp://[EMAIL PROTECTED]//var/backups/apollo
example:
