On those architectures that don't have a native OCaml compiler, the
felix package is missing a dependency on an ocaml runtime environment.
This is because there's a typo in debian/control: it's referencing
${F:OCAMLRUN} instead of ${F:OCamlRun}. From the hppa build log:
dh_gencontrol -- -VF:OCamlRun="ocaml-base-nox-3.09.2"
dpkg-gencontrol: warning: unknown substitution variable ${F:OCAMLRUN}
