libclucene-dev puts clucene-config.h in /usr/lib/CLucene/ whereas it should
AFAIK go in /usr/include/CLucene/.

For instance, trying to compile kat fails with:

    /usr/include/CLucene/config/CompilerGcc.h:12:68: error: 
    CLucene/clucene-config.h: No such file or directory

I set the severity to normal but it may be higher because it may be a
policy violation.

have you read the logic behind putting clucene-config.h in /usr/lib ?
