This isn't a bug in rlwrap at all, and certainly not a release-critical one. Unfortunately, it does appear to be a problem in wanna-build that I can't easily work around: the wanna-build database seems to not list any packages as needing builds once they've passed from testing-proposed-updates to testing. I don't have a good way to get rlwrap into testing for amd64 without another upload.
