The only difference between apache 2.2.3-2 and 2.2.3-3.3 that appears
relevant is that 2.2.3-3.1 *enables* authz_user by default, which is
supposed to fix the first part of 394097.

Following the other instructions on that page, to use
AuthBasicAuthoritative off, works perfectly well for me.  Downgrading and
merging.
