When I started Gossip after upgrading to version 0.24, I started up with the
account creation dialog. All my accounts had been removed from
~/.gnome2/Gossip/accounts.xml.

As discussed on IRC. This should only happen when you switch from
gossip-telepathy (which was only ever in experimental) to normal gossip. So
this bug isn't applicable to packages in unstable. (As we don't have to support
upgrade paths from experimental)
