I had a fiddle with debian-cd to find out the size of CD1 if only the
nominated packages and their depencencies were included, ie if
populartity-contest was excluded, SIZELIMIT for CD1 was set at 800 MB and 
COMPLETE=0.

People may be interested in the results.

Main & contib                           597 MB
Main, contrib & non-US                  597 MB (378 KB extra)
Main, contrib, non-US & non-free        666 MB

I think that we are rapidly getting to the stage where we need to be able
to nominate what goes onto CD2.

FORCENONUSONCD1 obviously was unhappy with what I was doing, non-free was
excluded.  It seems that this command builds a complete disc set
regardless of COMPLETE=0 being set. 

CD1             878 MB
CD1_NONUS       883 MB
CD2             769 MB
CD2_NONUS       770 MB  (There was some non-US on this CD)
CD3             100 MB
