As you are Non-US, you'd have better downloaded the Non-US file.
Anyhow, you need to burn the contents of this image to a CD. Check out
cdrecord (www.cdrecord.org), it's also available for Windows.
cdrecord dev=0,1,2 -v binary-i386-1.iso
