You can start installing from floppies and continue using the net. So the number of "required" CDs is zero. If you want to install from CDs, the minimum number is one. The number of required/neccessary/desirable additional CDs depends on the packages you are interested to install. For example, if you are lucky enough that every package you need is in CD #1, you will just need one CD.
