There are instructions on <http://www.debian.org/CD/mirroring/>, however that information is outdated. I recommend you set up your mirror not using debcdmirror, but one of the following two methods: - plain rsync - I'm not sure whether the 3.0 images are still password protected, though. - jigdo-mirror (contained in the jigdo-lite package available from <http://atterer.net/jigdo/>) - assumes you have a local Debian mirror on your machine.
