The two I checked: http://cdimage.debian.org/pub/cdimage-testing/sarge_d-i/i386/beta3/sarge-i386-netinst.iso http://cdimage.debian.org/pub/cdimage-testing/sarge_d-i/i386/beta3/sarge-i386-businesscard.iso return responses with Content-Type: text/plain. This is clearly incorrect. I don't know if there's a standard type for iso images, but application/octet-stream would give the desired behavior on most systems.
