Missing many files

I tried to download sarge-i386-1 from http://ftp.us.debian.org/debian 
and http://ftp.de.debian.org/debian-non-US.   It says that 500+ files 
couldn't be found, and I can't finish the CD.  Is this because the files 
aren't on the servers, or is it some problem on my side?
