Most likely active, it takes a long time to get isos. Why don't you
fetch them from another mirror?

lists mirrors with info about how up-to-date they are.
Since we run one of these mirrors and I want to make sure our mirror is
up-to-date. So I do care if it can't connect for a few days.
From other masters I know, that it sometimes happens, that rsyncd is
blocked by stale connections, so I asked.
Now I just noticed that during this night the sync was successful.
