All arch but amd64 and i386 only provide the first DVD and first 3 CD (except powerpc with more 6 CD): http://cdimage.debian.org/debian-cd/5.0.4/powerpc/iso-dvd/ provides only the first DVD. Not that I am convinced debian-504-powerpc-CD-31.iso is useful to many people, but as cdimage.d.o is the reference and people really need offline media, it should certainly be made available. (or modify debian.org/CD/ to stop saying cdimage.d.o is a reference place do download files).
