Follow the code path through the Makefile - we use the task(s) specified, #including other files as necessary, to generate a list of all the packages that are wanted (rawlist). That's cleaned up (genlist), then we sort dependencies (tools/sort_deps) and make temporary disc trees (tools/make_disc_trees.pl). The normal method is to build on the same filesystem as the archive you're using, then you can use hard links.
