Currently, the netinst images do not contain brltty and espeakup. This means that blind users who install Debian without a network mirror end up with an unusable installed system, lacking brltty and espeakup to show braille or talk to them. brltty was explicitly removed in version 3.1.0 because it pulls libicu, resulting to 5MiB increase. The rationale was that it was not deemed the size for the little userbase. Some blind users have complained about espeakup, which is about the same story (pulling espeak etc.), so I'm recording the request here, in case that could be reconsidered.
