debian-8.7.1-amd64-DVD-1.iso too large for a "4 GB" USB stick

At http://cdimage.debian.org/debian-cd/current/amd64/iso-dvd/ it is said 
that "The first DVD in this set is also deliberately limited in size so 
it should fit on a standard-sized 4GB USB stick."

debian-8.7.1-amd64-DVD-1.iso is 3.998 GB
Kingston DataTraveler 4GB sticks are 3.927 GB
Installation failed because of this, I should probably buy better 
sticks.

This was just a short report.
