At the very end of my checks i notice that in
  https://cdimage.debian.org/debian-cd/current/amd64/jigdo-dvd/SHA512SUMS
there are no checksums for
  debian-update-9.4.0-amd64-DVD-1.iso
  debian-update-9.4.0-amd64-DVD-2.iso
although there are sums for their .jigdo and .template files.

This seems to be no copy+paste error because MD5SUMS, SHA1SUMS, and
SHA256SUMS show the same lack.

Not affected by this are:
  https://cdimage.debian.org/debian-cd/current/amd64/jigdo-bd/SHA512SUMS
  https://cdimage.debian.org/debian-cd/current/amd64/jigdo-cd/SHA512SUMS
  https://cdimage.debian.org/debian-cd/current/amd64/jigdo-dlbd/SHA512SUMS

But all SHA512SUMS have checksums for MD5SUMS.jigdo, SHA1SUMS.jigdo,
SHA256SUMS.jigdo, which are not offered for download, afaics. Not for
SHA512SUMS.jigdo or the .template files. So this seems unintentional.

Theory:

MD5SUMS has no surplus .jigdo line, SHA1SUMS has MD5SUMS.jigdo,
SHA256SUMS has MD5SUMS.jigdo and SHA1SUMS.jigdo.
So it looks like the *SUMS producers saw .jigdo Files of the poorer *SUMS
files which got produced earlier.

Riddling is the fact that debian-cd produces .jigdo files as side effect
of the xorriso run. But the *SUMS are not produced by xorriso.
So where do the *SUMS.jigdo files come from on the first hand ?

Have a nice day :)

Thomas
